A
chief member of the State Environmental Protection
Administration announced that China began to
enforce nationwide, the national phase III motor
vehicle emission standards, the State III standards
that are equivalent to the Euro III standards,
nationwide on July 1st. This event indicates
that the control of China's motor vehicle emissions
has entered a new stage.
This
source said that, beginning from July 1, 2007,
all new light duty vehicles must meet the requirements
of emissions limits according to the new standards.
Light vehicles that have only reached national
phase II motor vehicle emission standards (equivalent
to the Euro II standards, hereinafter for short
State II standards) will be discontinued. From
July 1, 2008, China will comprehensively stop
the sales and registration of light vehicles
that have only met "State II Standards."
According
to introductory statements, the "State
III Standards" were approved for publication
on April 15, 2005. The advanced publication
of standards created suitable conditions for
manufacturing enterprises to prepare for the
implementation. Most of the light vehicles that
enterprises have already manufactured meet the
"State III standards" or already possess
the capability to produce them; and are fully
capable of meeting the needs of the market.
Beijing and Guangzhou have already implemented
the "State III standards" in advance,
and have received good social and environmental
results.
