The
official People's Daily reported that in southwestern Yunnan Province's Luliang
County, two buses were fined for overloading. This provoked some hot debate. A
bus driver said overloading on buses was inevitable. Buses are a convenience for
city dwellers, and passengers would be dissatisfied if they were not allowed to
board because all seats were taken. He added that the buses were designed to accommodate
standing passengers. But a traffic police officer argued that the number of seats
was the only standard to judge whether or not vehicles were overloaded. If the
number of passengers was more than the number of seats on a bus, then it was overloaded.
But he acknowledged that overloaded buses were seen everywhere in many cities,
and it was very hard to punish them. As
the debate went on, some experts said this dilemma was caused by different standards
carried out in different sectors. They noted that relevant laws should be amended
so both bus companies and traffic police can follow the same rules.
