2007, China released a series of legislative regulations towards new energy vehicles.
On November 1st, "Regulation of Production Admittance on New Energy Vehicles"
which released by National Development and Reform Commission(NDRC) has been formally
enforced; on December 2nd, National Energy and Resource Office announced new energy
law and on December 18, new energy automobiles project came into the encouragement
industry catalog in the NDRC. All of these regulations paved the way for the development
of new energy automobiles in China. New
Energy vehicle, also known as Clean Energy vehicle, includes hybrid-powered vehicle,
electrical vehicle, fuel cell energy vehicle, hydrogen engine vehicle and so on.
Compared with traditional diesel and gasoline powered vehicles, new energy vehicle
adopts four new powers such as substitution fuel like natural gas and biofuel;
used gasoline diesel and other fuels while adding hybrid electrical power; only
rely on electrical or storage battery to run the vehicle as well as the fuel cell
powered vehicle which used hydrogen cell. It
seems that global automobile industry has been undergoing both energy shortage
and environmental pollution. Nearly 900 million units global auto amounts and
other civilian fuel consumption put great pressure on world environment. Additionally,
carbon dioxide which exhausted by vehicle emission also heavily polluted the world
environment. These harsh truth compelled auto industry to come up with new solutions
like developing new energy vehicle. Nowadays, China auto industry develops rapidly.
Due to weak foundation in new energy development, it is difficult for China auto
industry to catch up with world advanced new energy vehicle development in a short
time. Nevertheless, the new-beginned new energy vehicle provide China a potential
opportunity. Thus, no matter how hard the way is, China will unswervingly develop
new energy vehicles. During
the "eleventh five year plan", The Ministry of Science and Technology
of the PRC organized "863" electical vehicle project to develop new
energy vehicles. After several years endeavor, China has made fruitful achievements
in development of new energy vehicles. Despite the late begin, China's new energy
vehicle research ability has becomed more and more strong. Moreover, China has
formed comparatively complete new energy vehicle industry location and new energy
auto parts industry followed immediately. At present, three new energy vehicles
involving purified electrical vehicle, hybrid-powered vehicle and fuel cell vehicle
have come into exist, in which the fuel cell vehicle has attained world-class
level; electrical vehicle and hybrid-powered vehicle realised mass production
and purified electrical vehicles have been exported abroad in batches. At
present, in Beijing, Shanghai, Tianjing, Changchun, Wuhan, Chongqing and Hangzhou,
nearly 60 categories new energy vehicles are being tested. China has also built
6 relevant new energy vehicle parts testing base. Not long in this August, the
upcoming eye-catching Beijing Olympic Games will use hundreds of hybrid-powered
buses to serve all the athletes and guests worldwide. We can predict that China
will become a country who owns and consumes thousands of new energy vehicles in
