    Construction of road network in the western regions--high-speed passenger transport will come to the golden period of the development.In the background of the increasingly severe world financial crisis of 2008, Chinese Government has introduced some measures to speed up the construction of roads, airports and other major infrastructures, and improve the highway network, by which the passenger transport in the western regions has a bright prospect. China has invested a lot in the construction of highway network in the western regions and inter-city high-speed public transport, and in the improvement of communication infrastructure, which will speed up the urbanization of the second and third line cities in the western regions, bring about an increase in passenger traffic and the opening of more bus routes, and stimulate the market demand for highway buses and buses.

    Bus Priority Strategies— Western Markets Endowing Great Potential 

    Buses will still remain the rapid increase. The bus density in the western cities still has more promotions and the speed of urban expansion greatly exceeds that of the planning and transformation of the city bus routes. For instance, Chongqing needs to increase at least 10 to 20 bus routes every year to meet the city residents’ needs for traveling. With the national large-scale investment in the infrastructure construction, road transport conditions have been improved greatly and the inter-city medium (short)-distance passenger transport in the western regions will have gained a great development, which will bring a large demand for buses. The grade of the city buses in the western cities is very low, causing the strong demands for their replacements, and the transformation of short-distance passenger transport into bus transport will drive the needs for buses.

    The rural passenger transport market in the western regions will see the five-year golden period.In the 4 trillion yuan of national investment, the investment in rural livelihood and infrastructure amounts to 370 billion yuan. The construction of rural roads will create conditions for rural passenger transport. Under the encouragement of policies to build a new socialist countryside and increase rural income, some provinces have introduced policies of tax cuts and exemptions related to rural passenger transport. The second and third grade passenger transport markets have a bright prospect and in 2009 the rural passenger transport market will be a heated market with a strong demand for buses. With the increase of peasant income, peasant demand of traveling will also increase, which will increase the road passenger traffic and the demand for road buses in rural market. With the further perfection of rural infrastructure, the new bus routes will continuously appear and the need for buses will also increase.

    It is estimated that up to 2012 and within 3 years the town access rate will amount to 100 percent, town smooth rate 75 percent, village access rate 80 percent and village smooth rate 35 percent, and village smooth rate is strived to amount to no less than 55 percent before 2012 around the whole Chongqing Municipality, will make Chongqing list in the first place among the western provinces, will continuously popularize rural passenger transport, expand the market capacity and spur the strong demand for bus replacements.

    Strong Demand for Gas Buses

    The western regions enjoy the abundant natural gas resources and with the increasing maturity of natural gas vehicle technology, natural gas provides the resource guarantees for the development of gas buses. With the strong support of national policy and the further improvement of new energy bus technologies, the new energy bus will be a highlight.The southwest region is rich in natural landscape resources but their development needs to be improved. The recovery of the tourism industry after the financial crisis will greatly pull the demand for travel bus.

    Center of the Western Regions---Smooth Chongqing

    As the only one new municipality directly under control of the Central Government in the western regions, with a population of 32 million and 80 thousand square kilometers of territory, with the task of big city spurring big countryside and  in accordance with 314 Overall Deployment of Chongqing Development made by General Secretary Hu Jintao, Chongqing Municipality is shouldering the glorious mission to balance the urban and rural development, and take the lead in achieving a moderate prosperity in the western regions. From this year to 2012, Chongqing will invest 300 billion yuan to construct the fast thoroughfare to connect with the neighboring six capital cities and export, and at the same time focus on the improvement of the urban traffic. Chongqing is to take full advantage of these privileges to build an integrated transport hub in the large southwest and the main channel inland to the sea, to enhance the ability that the city radiates and spurs the countryside, and Chongqing radiates and spurs the neighboring regions.
